Section 16 postpones the commencement of the Ordinance until the 1st September, 1922. This is because the existing licences extend until the 31st August. It might have been better to postpone the repeal of the former Ordinance until the same date, but the intervening period is negligible.
18. The new form of game licence is much clearer than the old.
It sets out exactly what birds may be shot, and within what periods.
It also contains a series of notes which draw the licensee'a at- tention to important provisions of the Ordinance.
19.
The object of regulation 4 in the schedule is to establish a preserve from which neighbouring districts may be replenished by natural means.
20. In my opinion this is an Ordinance to which His Excellency the officer Administering the Government may properly
assent in
the name of His Majesty and on His behalf.
